She absolutely did. The novel also has a weak sense of place. The Capitol is barely delineated. The Academy is a building, Coriolanus lives in an apartment, and the Hunger Games take place in an arena. The architecture of these places is obviously irrelevant. Who even cares about descriptions of the characters and their environment? (I do).
